The bill of quantities sets the structure

GAEB if you are lucky; otherwise a PDF that used to be a GAEB. The item structure is prescribed and must not be altered - you bid on the item, not on your own way of describing the work.

Subcontractors are part of the costing

Whatever is not done in-house has to be enquired about and priced in. Those enquiries run in parallel with your own costing and are the most common reason a quotation is only finished on submission day.

Alternative and provisional items

They are costed but not counted in. Miss the difference and you submit an arithmetically wrong bid - which only comes to light during evaluation.
